But guess what that did, just turn entire motels into heroin dens… Most homeless people don’t use these services or go to shelters because they have drug use rules….THEY OFFER PERM HOUSING AND 70% denied it….
They give out cell phones and free money to the homeless…($520 per month!!!)

there are more drug addicts with a roof over their head then there are without. homeless addicts aren't funding the multi-billion dollar drug trade.
if one states aid is attracting people in need then their policies should be adopted on a federal level so no migration is necessary.

So you claimed the programs didn't work, then claimed they've actually managed to decrease homelessness right in the middle of a pandemic despite a continuous influx of homeless from other places?
It sounds like the primary issue is that other parts of the country are shytty and keep creating excess homeless people. Problem is them, not San Fran.
If "they offer perm housing" is all you got out of those articles you need to read again. Especially read up on the fed's work that cut veteran homelessness by over half. It's not just a single-faceted program.
Because the selfishness and short-sightedness of rich people is the primary reason homelessness persists. In countries with greater safety nets, a larger middle-income population, and fewer wealth disparities, homelessness is far lower. That's covered in the articles I linked. Why do you think that is?
