In NC they passed a law requiring students to go back in person for the first five days statewide on August 17. After that schools can do what they want.Beats me.
If I had to guess, it's a political decision. They call for a full return then, after pushback from parents, teachers, and the union...they go to distance learning and come out of a difficult decision making as few people angry as possible.
The senate leader also blocked a bill that would allow schools to make those first 5 days remote if there was a surge.
