It’s actually far worse when you consider that gamepass is offered on PC also. So 25m people out of all the pc and xbox players its available to…

In general devs don’t like “exclusives”

It automatically limits their reach. If they have the resources they’d rather their games be played by as many people as possible.

At this point there’s really no reason to hold games hostage on PlayStation.

Playstation exclusives have always been on PC though

Final Fantasy VII the PC port was being worked on before the game released on PS1 and released less than year on PC from the playstation

Metal Gear Solid was on PC and playstation at the same time

This ain't new

ps3 emulation has just reached new heights and they are working on ps4 emulators right now, and this are just people working for free with time on their hands, it's pointless for them not to put these games on PC it's free money, but also creating a definitive version of the game it's cheaper than making remasters or remakes of games that will still be inferior to the PC version
