Not at all. It would only cause them to think and acutally approach all situations with caution the same way they do with white folks.
A traffic cop giving out tickets doesn't need a gun on him. There are plenty of non lethal alternatives that will work in most situations. Sorry. And if the situation escalates at a traffic stop they already have rules in place in many states where they don't chase people who speed off. With all the cameras these days folks get caught later anyway.
It would also cause more civilians and cops to be killed. There are instances where police arrive to a situation, only for it to be something that has to be handled lethally in that moment. "proceeding cautiously" doesn't improve the circumstances if someone is in imminent danger.
And most cops exercise non-lethal alternatives in most situations. Despite what the media reports, I read that something like less than 1% of all interactions between police and civilians results in a lethal confrontation. And most cops aren't traffic cops either, they generally don't have to interact with the people with whom they are issuing tickets to. Actual officers are sort of told to do everything from handling robberies, burglaries or other shootings or life threatening things.
That being said, would some people just elect to remove cops from black neighborhoods?
