Its been a full year I've actually held a job and im making $11.75 an hour.I want to move out cause I want to experience having my own place.The thing is I've saved 17k so far this year, should I wait another year and move out with $30k plus to my name?

Mutual funds. Get on TD Ameritrade, they have a good mutual fund screener that can help you pick out a low risk fund that'll kill whatever return you get from a CD.

With the markets at an all-time high, I'm not sure I'd advocate anything but a CD or T-Bill if he has a short window of investment before wanting to utilize that money for something else.

Don't invest in anything risky until you read up on the basics of the market and investing.

You can go wrong. The market is at an all-time high. It all depends how quickly he'll want to access the money. If we're talking long-term, by all means, get in an index fund. If you want that money soon, you're taking a risk by investing in something like SPY.
