It depends their role, neighborhood, and the child's age

The school shooter? Yes, because parents shouldn't allow their sons to grow up to be antisocial weirdos by neglecting their mental health and letting them get guns

Charging parents is a good way to prevent this

If they can be proven to have helped in the child's crime then yes obviously.

Depends on how negligent they are.

If it can be proven that they could have prevented the crime with a reasonable amount of positive parenting/attention, then yeah they should be charged. Even more so than the kid in some cases.

As a non parent and someone who aspires to remain childless, yes. Depending on if they nurtured their gun obsession and how young they are. Also a lot of these little crazy fukkers still have reverence for their parents. I'm sure if they knew their parents were also on the hook for their mass shooting they wouldn't do it.
