It's asking the users of thecoli what their opinion on being labeled black as a collective identity to be represented tied as a ethnic group.

Their main disagreement is that black isn't a nationality or a people. Its a color. (Their logic, not mine)

But you see, both labels were used on us blacks at different time periods. They are more so titles than a ethnic classification.
(Remember when whites first were writing in Latin they did not know which tribe was with who but instead grouped them all together because they did not understand it.)
So to call myself either or wouldn't be wrong. But it is also incorrect because nobody in the modern world (outside the conscious dudes) would even label themselves as such.
