For me, they play very different so it's hard for me to say that one is better than another.
Sure, they're both in the horror genre, but Silent Hill is much slower paced and deeply rooted in creating a consistent sense of anxiety through dramatic and incredibly gory environments and disturbing sounds.
Resident Evil has zombies and monsters, but it plays like an action game through and through.
I honestly don't even see them as competitors. I was there for the release of RE. I remember that game being scary to play, but as technology got better, camera angles and movement were significantly improved and RE as a series lost it's scariness to me and really just became a great action game.
Silent Hill as a series never lost that constant sense of anxiety and very much stayed true to be a survival horror game.
What game is better?
To me it depends the mood I'm in.
Right now I'm finding myself playing Astrobot and Silent Hill 2 (what a freakin polar opposite rotation right).
Both excellent games that could be argued as game of the year, but I boot up one over the other depending on my mood at the moment.
Hell, to give you a flat out answer, right now and stop being long winded for no reason, I'll go Silent Hill over RE4 or RE2.

I actually have RE2 Remake and RE4 Remake, but never played SH2 when it orginally came out. So I would be totally new to the SH series.
They don't have a lot in common tbh.
When it comes to straight up horror, SH2 > RE2 > RE4.
Silent Hill 2 will get you absolutely fukked up at all times, it's a complete horror package with all the psychological horror going on. The remake fixes a lot of the problems the original had, especially gameplay-wise. I swear, those mannequins be out there playing Tekken.
RE4 on the other hand, is a lot less scary, but it has much better action. It's just a great action game. RE2 has a good balance of creating tension and keeping combat fun and engaging. Great survival horror game.
They're all amazing games though, no hate.

Finished it up last night. Really good game. I hated the prison section man. There were way too many monsters, I couldn’t see shyt and there was too much backtracking.
