The country's committees usually pay unless you're one of those dirt poor countries where I'd assume, sponsorship money comes into play

since it wasn't a known hit, then no need to ask establish talents for favors because both sides fulfilled their contract obligations. Anything extra is rightfully up to her and her team to decide

They didn't need to try to blackball her by making up lies. But they did and then failed

The budget was already allocated for the film, so where was the money to pay her going to come from?

You can totally ask for favors as people in Hollywood do them all the time. Thing is, people remember those favors when directors and executives talk about new projects they're working on and people who would be good for the roles.

She was totally within her right to say no to what was asked, but that doesn't mean that they were going to forget her taking down the favor the next go around. That's how the game of Hollywood works and the politics behind it.
