Ideally this would be the case and they'd follow through with that idea with a strong build-up to title matches, interesting stories told through feuds, emphasizing the glory of the belt, etc.

Unfortunately, the more realistic answer is that all these guys are fan favorites but the brass doesn't see them as stars, so they're tying them to the IC title to keep them away from the main event and make sure everyone knows where they belong. In the midcard. Awful IC title high jinks continue on as per usual.
