Dre has branded himself very well to basically not have any hit records or notable music in forever but still be called a GOAT
- Relapse flops (even tho it has a cult following) and Em bounces back with Recovery to great success
- Compton flops and everyone except Anderson is gone
- Oxnard flops and Anderson Paak is back in 6 months with a hot album and goes on a great run
- He produced a whole remix album for Kanye West and nobody cared
- Missionary flops and Snoop is back with a new album in the same format of his other ones like nothing ever happened
The illusion that he even still makes beats is barely there...
Thing is you can point to all of those people, who are now iconic, including Kendrick and 50, and say to some extent that Dre played a part in that. That coupled with his financial/business success conflate with him being relevant as a producer.

Within that time range you shared, he is absolutely a GOAT. But I'd argue that the other guys have been continuing to make good music in ways that he has not

Nobody wanted Missionary to sound like Doggystyle, they just simply wanted it to sound good, which it didn’t, it sucked badly. Snoop then put out a follow up 6 months later produced mostly by Battlecat, Soopafly, and Nottz and it was WAY better.Relapse a flop? No
Everyone except Anderson gone? No, Jon Connor is prolific for example, has just released a whole album produced by KLC and was around before Compton too.
Oxnard? This put a lot of people on to Anderson Paak.
JIIK wasn't properly released, and it's well regarded in Dre circles.
Missionary suffered mostly due to internet moaners and people stuck in the past wanting it to sound like Doggystyle.
Dre is relevant for his music, first and foremost, no matter what the era. Headphones, labels, helping putting artists out there are all secondary.
