Swimming had a major steroid problem in the 70s and 80s with regards to East German swimmers. They would show up looking like men and would break world records and win golds. A lot of their athletes had not known and it was four out what they were doing in the 90s.

Also, cyclers were spinning their blood to give better endurance, not using steroids.
