People didnt forget anything. Its more like people want to confine snitching (Telling) to one thing. When clearly there are so many forms of it that are followed by many everyday from all walks of life, from police officers not telling on each other even over none criminal things (Blue code of silence), to politics, to the Arm Forces, Reporters being expected not to reveal (Snitch on) their sources if told to keep private, all the way down to elementary age kids being told not to be tattle tales, and there's also what you described which is a code amongst criminals.
