Yes it does count because there are too many threads on the exact same subject throughout the entire site (sometimes even in the same sub-section). People need to start using the search function to verify if the topic or subject hasn't already been posted & Mods need to start merging or deleting these multiple, redundant threads regardless of where or when they're posted.

No, actually it's not "different" as there's a specific reason why The Coli is broken up by sub-sections so that posts can categorized accordingly without the forum being cluttered & disorganized.
