The funny thing about this is, although the quick steps he takes when the ball isn't in his hand looks funny, that's not even the travel. The travel is the 4 steps he take after he ball touches his hand again.

The thing is, he made sure to master it before introducing it to the world. When he wrecked the league with it players started rushing their imitations in order not to fall behind. Of course, all NBA players including Harden travel every so often but Harden's fundamental game doesn't consist of extreme palming every other dribble and lazy halfassed moves. He just exploited a loophole to the max but he put in the time to get it right most of the time.

Now this is an interesting dilemma, how can you POSSIBLY enforce this seriously without resetting the entire status quo of the league? So many players entire game would have to change if they called travels and carries every game; a lot of them being prominent star players and ambassadors of the league

If you just allow defenses more freedom then all the traveling/carrying wouldn’t even matter. This won’t change the fact that the offensive player has an abnormal amount of autonomy on the floor which dilutes the scoring outputs.
