the same reason why killing a person with a name is more impactful that a slew of anonymous people you dont know. Personification and attachment.
People are naturally more attached to people they know and kids. And innocence isn't indicative in adulthood as it is in child hood. Children are viewed as more innocent because they have not only less knowledge but less capacity. That's why kids who are geniuses seem older than what they are, knowledge and innocence have an inverse relationship. Now do bystanders young or old need to be killed...nah. But killing an adult people take the stance of its tragic but they lived and contributed to society or what have you. Kids didn't get that chance to experience adulthood. Again this is all very easily understood and regardless of how illogical it seems to you, the greater human consensus is against your stance.
It also asserts no true dominance to kill kids, part of games are to feel powerful or resourceful. Killing kids would satisfy neither one.
