I'm sure he's legit retired but I don't think he's the kind of guy who wants to be solely in an ambassador type of role. They're probably pressuring him to do these appearances when all he wants to most likely do, is get his mind around the fact that he's no longer able to do what he loves.

I think this is exactly it.

He's not in the business to be an entertainer, he just loved to wrestle. So him doing the appearances has no appeal for him and only problem reminds him of something that is very hard for him.
