what they mean is how it is currently implemented. You go buy a game that has online pass on it, you do your thing, play for it as long as you like, then sell it to someone at a reduced cost, while recuperating some loss. The publisher then gets money if the person decides to go online with it.

Has PS4 implemented a 24 hr mandatory online system where it checks the authenticity of games? NO
Has PS4 implemented mandatory "friends" in order to sell your game ONCE? NO.
