Given the tens of millions of black people slaughtered between the colonization of Africa and TransAlantic slavery not to mention the racial cleansing that happened in the not so distant past in this country I would say making babies is fighting white supremacy.

Of course, you could change the quality of the offspring by changing those factors but if you can't afford to change those factors prior to the birth of the child, it only stands to reason that it will be even more difficult having to support another human being while trying to lift oneself out of poverty.

More black children being produced = more black people = more economic base, more political power, more cultural influence, more potential at producing exceptional people like geniuses and entrepreneurs = more black power.
Fewer black children being produced = less black people = lower economic base, less political power, less chance of producing exceptional people like geniuses and entrepreneurs = less black people.
Again, white people in the USA all began by "producing children with no plan to support them, poor nutrition, poor education, etc". And with those children and those children's offspring, white people spread white supremacy and power more efficiently than any other people in the history of mankind.

Logically speaking, there is nothing to gain from controlling black people's population: great nations, countries and peoples come from breeding many people and extracting special people from the many people bred. Most of the strongest and most prosperous peoples and nations on Earth have among the highest populatons on Earth.
The Japanese, for example, are the second largest population in East with China being the first.
The USA became what it was due to white people outbreeding other races and stopping the breeding of said races.
The list goes on. Quality comes from quantity first and foremost, not the other way around. The Jews in Israel know this, which is why they do everything to encourage breeding in Israel. They give special subsidies and land to Orthodox Jew breeders.
