Part of it is that they are members of the same community, none of the men who came forward are strangers to the Zulu Nation or in some cases to each other. On one level they're happy to see someone from their community making something of themselves and lift up the people around them. On another level, short of telling the police, almost everyone they could/should have told knows exactly who they're talking about and had a relationship with Bambaataa (family, business, street ties, etc). Would you be willing to take the real risk of being disowned by your own community (which a lot of these men STILL call home) if you came forward? All of the men coming forward maybe with the exception of Ronald Savage have something tangible to lose and nothing to gain other than peace of mind.

They giveth, and they taketh away through the media because its the easiest way to make someone guilty until proven innocent. And combined with an emotional pull on its "audience" the accused legacy will be somewhat tarnished forever, regardless of the outcome.
