your phone isn't ever "off" unless you can physically remove the power source, the battery. If you own an iPhone or any other phone with a battery that can't be removed, your phone isn't ever truly "off"
we are talkin about your phone picking up a signal for it to be traced

for them to even find out where it came from (last location)they would have to contact the carrier etc

its known, when people go missing etc

once you switch it off,its off

IIRC your standard phone device is only off once the actual lith battery is dead. If your phone is "dead" 0% it's still active

Phones don't transmit any data when they're turned off. It's impossible.

So yeah, the phone being turned off makes it inactive, battery be damned.
