The "starting point" was never zero. If the starting point were zero, we wouldn't have or be having discussions about this. shyt would have been killed in May. The purse is in the House. The Senate can not negotiate without a number. You know this. The Senate wanting to give zero is not equal to the starting point of negotiating. You know this and I know this.

It's not Nancy. Who controls the purse? A bill is passed and that's the number Moscow has to work with. 0 is simplistic. There is always a number. 0 isn't one of them. Especially considering situation and circumstance.

In the simplest context, when you apply for a job or interview when is the number ever zero in regards to your compensation? You are in the room negotiating for a reason zero dollars is never an option or opinion on the table. 3.6 vs BIG FAT ZERO? Where does this happen in negotiations?
