Actually, now I'm thinking of Tobal 2(3D fighter) where they had fireballs... they ate up your hp bar but did around double the damage of the amount taken.

i owned the tobal 2 import and it was one of the most polished and best fighting games on the console, it was a high learning curve (i used mary and gren kuts) but the combo mastery was very difficult, but with no online play and me smacking the shyt out of everyone who came the house, it just collected dust.

All we payed was tobal and marvel vs capcom 2. If you can find someone legit in tobal the matches are ​

Maybe I'm missing something but weren't you able to sidestep fireballs in the Street Fighter EX series?
