The Secretary of public safety is charge of a states prison's not the governor. But the governor gets to appoint the secretary.
Jimmy LeBlanc (the current secretary) was originally appointed by former governer Bobby Jindal, a republican. Jimmy is republican too.
But regardless, i agree that something should be done about the loophole.
