No - There’s charges On all involved; that’s why they use the legal term of conspiracy which means more than one party involved, participated and colluded in the murder scheme. The DOJ (feds) are involved because they crossed interstate lines. None of them are walking.

This means that there are others connected to the case that are in custody or still under investigation that have possibly connections to the crime. Their names have yet to be release and could also potentially include witnesses that have leads on other participants to the crime; that they are not naming bc it could compromise the investigation. Which could possibly include the actual trigger man. If I see come across any updates, I will @You. If you read the affidavit your questions would be answered. The burner phones are directly linked to the both of them as they pinged cell towers in the same locations their personal phones were. They have specific geotag data that places the stripper at the location where Andre was killed and they logged multiple phones calls between Tim and the stripper and in the end Andre and the stripper.

He took those policies out two years before Andre (16 at the time) was killed and he tried to cash out immediately (one week after his death). He waited two years because that is the earliest time one is eligible to seek a payout when one takes out a life insurance plan. He tried to kill two birds with one stone, get the insurance money and make sure Andre was killed so Tim could be the only beneficiary of Miss Robbie's estate once she passes.

But it IS GPS data that links the burner and personal phones to have been at the same place at the same time! Do you think they were just chilling next to the "real murderers" and had no idea? I'm pretty sure it said somewhere that they have proof that he purchased the burner phones as well, I can't recall where I read that though.

The fact that these are federal charges is due to the fact that they both crossed state lines to commit this murder/conspiracy.
