Not 1 single plan on how to achieve the goal of reparations. They've been pushing reparations on a federal level with HR40, not in California alone. I'm not sure why a state with legal weed, gay marriage and now an abortion haven is your metric for whether or not they're a failure. The fact is they passed it in a climate like that with a bill modeled after HR40-- which includes a study, written by a Pan Africanist who routinely wears African sashes mind you, and as a matter of fact was not lineage based. They had to debate and vote on that as a taskforce.
