@Pseudonym I was going to suggest more milkweed but I couldn't remember if you were out west because some species of milkweed grow better in specific climates. We usually grow swamp milkweed that sends rhizomes underground and pops up plants in patches. I believe in your area you need to look for Englemann Milkweed
Also the males will be attracted to wet sand or mud because they do a thing called puddling and give a sand/mud ball to females as a gift for mating, I don't condone simping but the females fall for it

They are still active, in the Midwest,
there are a few groups that put together "waystations" that they travel to during migration, the waystations are just groups of milkweed patches and other flowers and plants so the Monarchs rest and are away from predators. We have them in massive waves in Ohio like they'll look like flocks of birds that cast shadows on the ground.
