The entire concept of school, curriculum and how teaching is viewed, has to be re-engineered. I think there should be a more collaborative effort between all type of schools and grouping children based on socio-economic conditions and/or overall learning style. Baltimore City school system for example, once reported they spent $15k per pupil, per school year.
A moderate private school can run about $6500 per school year, but probably facing student shortages. If the public school system could work with them to supplement the tuition for those children who have support at home and the academic capability, that lowers the population in the public school system and allow for more focused instruction to those students that need it.
As far as pay goes, there definitely existing programs, contracts or grants in place that could be used to supplement teacher salaries. For example, there is a budget for early childhood education, but also one for childcare subsidies. If you combine those budgets and move Kindergarten and Pre-K 3/4 into licensed childcare facilities, you can hire licensed teachers to teach at those centers, but also pay them more. A lot of parents with children that age will be utilizing childcare in addition to school anyway.
Kids should be graduating high school with either an associates degree, certification or completed an apprentice program for some trade.
