1) any government agency can walk into any project throughout the United States and apply RICO to any "gang" or affiliation;
2) RICO was originally apply to the Italian Mafia because of their "mob tax" but the govt is using their discretion to arrest black men creating disparities in the system
3)The coorelation between RICO statutes and gentrification 21:14- feds are 'rico happy' in that they can arrest a group of black men and alleged petty crimes that don't apply to the group as a whole thereby, forcing them out of public housing bc felons can't live in public housing; which is located on valuable land that developers then flip into profit. Leading to black men not being able to stay/live with their families, homelessness, instability... that's a real issue.

Black folks give Latino people the red carpet when it comes to treatment. We grew up in the same city and Ricans were given a level of courtesy/respect from Black people here that I never saw extended to their fellow Black people from the islands or the continent.
