Actually, no, junk food (chips, sodas, cookies, frozen meals, etc) has always been approved for Food Stamp/SNAP use. People have been buying steaks, ground beef, ribs, chicken, turkey, etc any meat in the grocery store available with SNAP benefits for decades since it used to be the booklets back in the 70s/80s.
I don't know why people act like it's a new phenomenon for SNAP users to eat steak and seafood, it counts as food by the USDA and there are no restrictions as to what people should be allowed to eat while receiving these benefits nor should there be because that be violating people's freedom to eat whatever they desire; I feel like a lot of people, especially Conservatives and Republicans still believe in that Ronald Reagan-era stigma of Food Stamps.
Now, fast food is a whole nother story. However, most states don't allow food stamps to be used for fast food unless it's a gas station or corner store that prepares cold subs and sandwiches or hot foods that are cold and can be reheated. You can't use SNAP benefits for fast food restaurants, so the few states or cities within that do are an anomaly.
