Nah, it is a temporary measure at best. Along with reducing life, he would have had to put measures in place to prevent life from rebounding in numbers. Applying real world logic to it, planets would reach carrying capacity and naturally balance themselves out. Of course, that wouldn't make for a compelling movie.

It wouldn't surprise me if it is revealed that Thanos isn't being entirely honest about how things went on Titan and that he was the one who ended up bringing it to ruin with his attempted final solution.
