The change I see that Giolito made was dropping his sinker and using that change up way more. He added spin to that Fastball too.
He only used his change up 15.7% of the time last season. Now it's up to 25%. he has a 41 % whiff % on it.

So, the Cubs went for it and committed multi year to Kimbrel and he's sucked and been hurt so far. Braves went for it with Melancon and Greene and they've both sucked
meanwhile, The guys the Nats got for peanuts have been decent.
I was cool with Rizzo's moves at the time to not give up the farm/tax for relievers. It just doesn't make any sense to commit any kind of long term money or give up any decent prospects for bullpen guys. They are ridiculously unpredictable and not worth the gamble

Dont forget Keuchel and his yearly meltdown in the 1st innings of playoff games.
