The writing was top notch but I never liked Joe Morton's execution on this. And I'm a fan of breh. I never watched the show though so it's possible I don't understand the character's personality and how it gels with him. The best part is Kerry Washington's astonishment as he's asking her what he always said. You can feel the conviction a lot better when he's off cam.

GOAT episode of Star Trek

Gene Roddenberry would have never approved of DS9 but almost 25 years later the writing holds up more than the other shows.

This definitely the first one that comes to mind. Hard to argue with it.

I'll come back. They oddly don't do monologues as much on TV as they do in movies, so I gotta dig a little deeper.

Why do you think he wouldn't have approved? Because they did limited exploring?
That level of conflict wasn't part of his vision of the 24th century. He created a universe that was mostly unified with no suffering. He would have had a heart attack at the thought of something like Section 31 or the Maquis.
