The writing was top notch but I never liked Joe Morton's execution on this. And I'm a fan of breh. I never watched the show though so it's possible I don't understand the character's personality and how it gels with him. The best part is Kerry Washington's astonishment as he's asking her what he always said. You can feel the conviction a lot better when he's off cam.

That level of conflict wasn't part of his vision of the 24th century. He created a universe that was mostly unified with no suffering. He would have had a heart attack at the thought of something like Section 31 or the Maquis.
