the reason the constitutionality of mandates like this get challenged is if you require someone to pay to prove they're eligible to vote it becomes a de facto poll tax. That's unconstitutional. This is what used to be a way to disenfranchise black people in the civil rights era.
The easy solution would be to make it completely free to make sure that anyone can prove their citizenship but the right doesn't want to that because they like lower voter turnout.
The irony that they feel the need to do this when Trump won the popular vote and 36% of eligible people didn't show up for the election.

If you ask me, it's an important document, just like your ssi card and drivers license, all of which you should always have. So yeah people need to go ahead and pay if they don't have it, even if it's not for voting purposes because it's an important document no matter which way you look at it.
