The blue thing is a Hanzo VGA adapter that also creates scan lines which make retro 2d games look good on HDTVs. It's shipped from Turkey and will run you about 80 bucks shipping included

There are cheaper 20-30 dollar options on ebay and amazon if you search dreamcast vga adapter but general consensus is they are trash visual quality speaking compared to hanzo.
