How is it irrelevant if he's the one getting all the blame? You basically said it doesn't matter if the person is guilty or innocent.
I'm saying discussing the fact that it was A. His idea or B. the owners using him to do the dirty work is irrelevant. He's the GM, it's his job to sign on those decisions. If a decision he doesn't agree with is being forced on him by the owners he could've quit. He didn't, so there's no reason to assume they weren't on the same page and that he's some kind of "fall guy".
