To be 100% fair, the highest being Baltimore is 60 people out of 100,000. Baltimore being a population of ~600k means less than 400 homicides per year.

That's 1 out of every 1,700 people for the worst city in America.

Don't use that as an excuse for a bigger police force to come in and "crack down", use that as a excuse to build the city up.
