The reason why he/they aren't “bangin'” on CACs is that he knows the police and national guard will be stationed there as if it were Fort Knox. C'mon, we all know by now that if in any given city, some white “innocent bystander” were to get robbed, beaten, attacked, and killed by a gang, especially if it's a Black or Latino gang, local authorities will respond as if it's a national emergency.
You'll have police around every corner in tactical gear, ready to bust anybody's head, whether they're affiliated or not. These dudes may partake in crime but they're not stupid, they know which victims the police and the local authorities would consider a priority, and their locking up Black gang members for killing Black folks isn't because of some moral justice or “cleaning up the streets” but rather just throwing more Black bodies in prison.
As far as his comments on Mexican, El Salvador, etc, gangs are concerned, it's probably because they tend to operate differently from your usual American street gangs; they're much more treacherous and violent in their methods, and it's not as simple as just shooting someone.
Honestly, I feel gangs in general are all scum in their own twisted way, and are a disservice to their respective communities, I'm not gonna pretend as if Black gangs are any worse than some White, Irish, Mexican, Jewish, Asian, etc street gang/organized crime.
For decades, society, thanks to the media, has conditioned people to view minority gangs, especially those of a Brown and Black complexion to be utterly amoral (among other negatives), while White, Jews, and Italians, among other whiter/lighter complexion groups are viewed to be “conflicted yet noble” or living by some “moral code”, etc, when race/ethnicity aside they're pretty much all doing the same shyt to certain degrees, the methods in how they engage in these activities may differ but the overarching theme is the same, profiting and engaging in criminal activity.
There is no honor among thieves, or rather in this case, generally speaking, criminals.
How a person chooses to view it is subjective, but it all goes back to my point about conditioning, among other biases.
