Cleveland and Minny got Ramirez and Buxton on bargain contracts. I still don't know how Ramirez's agent allowed him to sign that deal.

You didn't mention Milwaukee at all.

But yes, a floor is mandatory. If MLB had a floor, guys would have been signed within the first week like every other league.
