Ratings for CW standards are good... CW is a smaller network. That said, it doesn't account for viewership AROUND the world. Arrow isn't just viewed in the states, hence the WORLDWIDE trending topic yesterday. On its Facebook page, Arrow has over 6 MILLION likes. It is clear the show is a worldwide phenom.

The text of the article actually says "Also, 3.86 million tuned in to watch the crossover special, making it the series’ second-most watched episode ever, behind its 2012 premiere."
So in spite of the headline it was the series high in the 18-49 demographic, but the second highest rated episode overall.
