I remember when action figures for The Dark Knight came out they had one for Firefly and when action figures for X-Men Origins: Wolverine came out they had a red suit Deadpool - so yeah, sometimes they'll just add even though they're not in the movie.

EDIT - Wasn't there a Skrull action figure for The Avengers toy line?
