Duh, they're not as drastic, but they have been made, and that's why you can't compare Blake to Byron without context. In order to remove the effects of those rule changes, the most logical thing to do is to compare how they performed relative to their peers. And when you do that they're pretty similar....except Blake turns the ball over waaaayyyy more than Bryon did.
But also, you can't pretend like Byron got less of a chance than Blake?
Byron was not a good QB, Blake is not a good QB.
But one did not get more chances than the other honestly, as you see now Bortles is already in danger of losing his job after 2 pre-season games.
Byron nor Gerrard got screwed by the Jags they had plenty of opportunity, and that was the original point being made, and it was wrong
