Marvel is all over the place when it comes to when Mutants mutations take place.
It was supposed to kick in at puberty but that Cable book had the babies born with mutations (and this panel).

Is that from a printed comic or Is it one of those "unlimited" digital only series? Those seem to be all over the place and aren't even canon unless editorial say so
