That's a short sighted view. He's pretty much saying you need to pickup trophies along the way because nothing is promised. For example city had a poor season but all of a sudden Liverpool jumped ahead of you and won the title. If you don't win a major title next season you'll have had a whole cycle of 4 years with a good team that didn't win anything while city, Liverpool and even teams like Chelsea, Newcastle become even stronger so you lose your window.
