Possibility that it was handled by his insurers? I don't know how this all works but you kind of figure that celebrities have cover for legal expenses e.g. contract dispute, cancelling tours etc.

The insurers may have legal firms that they have a business relationship with. It would kind of explain why a firm that specialises in PI was picked as it is closely related to insurance.

I don't think Tory is strapped for cash. He probably just thought that the lack of video evidence and confusion surrounding what took place would result in too little evidence to convict. To be fair, I'm not fully convinced that Tory shot her. But to your point, I could see his attorney taking on the case for a significantly reduced rate to help his firm gain more clout.
