In America, not yet but from what I gathered? 2015 something will go down.
The problem is America has a stranglehold on stuff I'd say illegally. like Cable companies are the reason the DVR functionality isn't working right now. The capability is there, but they don't want that (comcast/etc) cuz they want you to rent there DVR cable boxes.
Microsoft doesn't want to step on toes, but at the same time they gonna do what they gotta do. And everything they have said on the subject suggest next year its going down. They said they just have to get certain "deals" in place. TBC. Maybe they want that exclusively on Xbox? (well, console exclusive feature like ESPN app/NFL app/others)
