Doesn't matter who the commander in chief is, they aren't going to know the specifics of an action, they are just there as a check. That said he approved it so he is rightfully ultimately responsible, but to simply blame it on him, rather than command structure under him that allowed it to be proposed and that had so little intelligence that they inserted operatives into the middle of a compound is ridiculous.
like i said just cause for the whole special operations command structure to be removed entirely.
