I'd have to see the quotes but yeah probably. Microsoft instituted a parity clause on multiplatform games pretty often so in order to maintain good PR, I could definitely see devs lying about this issue.
No last-gen games look as good as certain PS3 exclusives in my opinion.

I don't see how this is even debatable. Nothing looked as good as these games on consoles. There was a wide variety of scope last gen and basically nothing compared to these games.

We don't know the details of the 360 parity clause. Even the launch date stuff is based on rumors. We have details now on the ID@XBox parity clause because Vlambeer was willing to talk about it but we don't have any details of the 360 parity clause.
The parity clause has to do with release dates and content. It has absolutely nothing to do with graphics.
The real point is, I could see multiplatform devs going out of there way to avoid saying that PS3 is more powerful than 360 for a variety of reasons that could potentially ultimately hinder their ability to sell copies on the 360.
