It's also an aggressive act against teams like the Lakers, Mavs, and Knicks. Teams that could outspend the smaller market teams and previously not suffer too much from bad contracts.

Because the league locked them out. The lockout always hurts the players more than the owners. The top paid players are fine during a lockout but the rookies, journeymen, and vets who don't get paid much are kind of fukked if a lockout goes on for too long.
Then you got the owners leveraging the public against the players.
The only time you will EVER see a players Union flat out win against a league will be when the players unions of multiple leagues and sports unite in solidarity.
